PROBLEM BOAT REGISTRATIONS

1. DO NOT HAVE THE PROPER PAPERWORK
Eastern Marine sympathizes with those who do not have the necessary paperwork to register a boat in Delaware, however, we are bound by the laws and regulations set forth by the Division of Fish & Wildlife. These laws are designed to protect you and Eastern Marine is committed to enforcing and protecting the integrity of these regulations. Owners wishing to register their boats at Eastern Marine must have the proper paperwork. There are no exceptions - it's the law. We suggest you study this web site and even call ahead to verify that you have the necessary documents. 2. BOATS BUILT PRIOR TO 1972 - WITHOUT HULL I.D.#
Boats built prior to 1972 that do not have a 12 digit hull identification number must have the state issue them a H.I.N.#. This is a time consuming process that requires our communication with the state office. Therefore, Eastern Marine can do this paperwork only during weekday hours 8am - 12pm, 1pm - 4pm. We are not able to process this paperwork during evening hours, weekends or holidays.
  1. To register you must meet all requirements for new or used boats
  2. You must supply information on boat: make, model, type, length, year built

3. LOST DECALS - CAN NOT BE ISSUED BY EASTERN MARINE
You've registered your boat but lost the pair of decals before you could affix them to your hull. With the proper documentation these can only be replaced by the Delaware Office of Fish & Wildlife, for information call (302) 739-9916

NOTE: The boat can be re-registered at Eastern Marine and new Decals purchased at full price.

4. LOST REGISTRATION CARD
If your boat is currently registered in Delaware you may apply to Eastern Marine for a duplicate Registration Card. Cost:$2.30
  1. Provide the pink copy of your registration receipt and a duplicate card can be issued for $2.30
  2. If you have also lost your pink registration receipt please provide your DL#, photo I.D. and in most cases we can replace your registration card.

5. PREVIOUS OWNER IS NOT THE REGISTERED OWNER (DE)
You are Person (A) you have bought a boat from Person (B) (who never registered it) because he bought it from Person (C) just a month ago. Person (C) is the last registered owner.
  1. NON-TITLE STATE (Delaware)
    1. All paperwork is needed throughout the sequence of ownership. In this case you would need to provide a copy of the notarized bill of sale from Person (C) to Person (B) and a notarized bill of sale for purchase of the boat from Person (B) to Person (A).
    2. Person (C) was the last registered owner so you need Person (C)'s registration card or make sure the DL# is on all bills of sale.
  2. TITLE STATE
    The original title, signed over from the original owner -Person (C) - to the previous owner - Person (B) and a notarized bill of sale must be perfected between Person (B) and Person (A).

6. BOUGHT A BOAT THAT HAS NEVER BEEN REGISTERED
Due to all of the possible situations, please contact the state office for help in registering a vessel that has never been registered anywhere.
7. DOCUMENTED VESSELS
In the case of a transfer of ownership, where the boat has federal documentation and the new owner wishes to register that boat in Delaware...
Paperwork Requirements:
  1. You need to provide a copy of the Documentation Certificate.
  2. A notarized Bill of Sale must be signed by both parties.
  3. A Coast Guard Bill of Sale is acceptable.
  4. The Hull I.D.# (H.I.N.#) must be provided. This may or may not be listed on the documentation papers and should not be confused with documentation number.
8. HOME-MADE BOATS
The registration of a home-made boat cannot be done at Eastern Marine. It must be handled by the state boat registration office (302)-739-9916 which will provide the information necessary to get your home-made boat registered. This even applies to homemade boats that have been previously registered/titled in other states and are being brought into Delaware for the first time.
The Minimum Paperwork Requirements:
  1. Receipts for all materials
  2. Pictures of finished boat
  3. Exact boat specifications; length, beam, weight
